NOTICE TO BIDDERS
Sealed bids will be received by the CITY OF PORT LAVACA until 2:30 P.M., March 5, 2019, at the City Secretary’s Office, 202 N. Virginia, Port Lavaca, Texas 77979-0105, for the FORMOSA WETLANDS WALKWAY AND ALCOA BIRD WATCH REPAIRS. Contract Documents, which includes Bidding Documents, Technical Specifications, Contract Drawings, etc., may be examined at: Office of the City Engineer of Port Lavaca, 202 N. Virginia St., Port Lavaca, Texas. Copies of the Contract Documents may be obtained from www.CivcastUSA.com. There is NO charge to view or download documents.
OR potential bidders may obtain one (1) set of Contract Documents free of charge by contacting Juan D. Garcia, PE at CH2M, 555 N. Caranchua, Suite #320, Corpus Christi, Texas 78401; 361.792.2012 or John.Garcia10@ch2m.com. Any postal or delivery service fees must be paid in advance by the Bidder.
This is a lump sum contract; however, the Bid will be separated in order to qualify for exemption from certain sales taxes. The bidder must submit a bid bond, cashier’s check, or certified check for not less than 5% of the maximum amount of the Bid (base bid plus all possible combinations of additive and alternate bid items). The bidder will also complete and attach a Bid Breakdown Sheet to the Bid unless otherwise indicated in the Special Conditions. Statutory Bonds for performance of the contract and for payments of mechanics and materials will be required in accordance with Article 5160, Vernon’s Texas Civil Statutes, in an amount equal to 100% of the accepted bid amount.
A Pre-Bid Conference shall be held at the Public Works Building, 628 W. George St., Port Lavaca, Texas 77979-0105 at 10:00 a.m., February 21, 2019. Bidders should report to the large conference room in the Public Works Building and then proceed to the project site as a group. All plan holders and/or potential Bidders are STRONGLY urged to attend.
Two (2) original signed bids must be submitted in a sealed envelope marked “Bid for Formosa Wetlands Walkway and Alcoa Bird Watch Repairs – Bid Opening at 2:30 P.M., March 5, 2019” and must be addressed to City Secretary’s Office, 202 N. Virginia, Port Lavaca, Texas 77979-0105. Bids may not be faxed to the City Secretary’s office. All bids shall be publicly opened and read aloud immediately thereafter. Bids received after 2:30 P.M. shall be returned unopened.
This project is being funded in part by a FEMA Public Assistance grant. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal programs may not undertake any activity in part or in full under this project.
The CITY OF PORT LAVACA reserves the right to reject any and all bids and to waive informalities in the bidding.
Small and minority businesses, women’s owned business enterprises, and labor surplus area firms are encouraged to submit bids and Bidder’s using subcontractors must solicit such firms in the subcontracting process.

The Award of the Construction Contract, which is anticipated to be within thirty (30) calendar days of the Bid Date specified above, shall be made to the responsible Bidder submitting the lowest, qualified, acceptable Bid who, in the opinion of the CITY OF PORT LAVACA, offers the Bid in the best interests of the City.
